The Franchise Tax Board (FTB) is responsible for California’s personal income tax and corporation tax. The agency also administers other nontax programs and delinquent debt collection functions, including delinquent vehicle registration and court-ordered debts.
The agency has a reputation of extreme aggression in the auditing process and in the pursuit of delinquent accounts and back taxes, using any legal means, including criminal prosecution, to collect from a taxpayer. Much of this is due to California’s fiscal problems and the urgent need to fill the state coffers.
